On the 12th level is the Rider command center. This room full of monitors keeps watch over most of the city, thanks to a little bit hacking into NYC's traffic cameras. It is here that someone keeps watch to see if anything bad is happening that the Riders should stop. If there is they contact the rest of the Riders via long range radio ear pieces each Rider should be wearing.
