Basically the human version of the Reapers. This group has come to power due to the rising negativity towards mutants in human society. They want to get rid of the Super threat. Permanently. Whilst they focus majority of their efforts on the Reapers who are outwardly trying to kill humans, SOH does also attack the Riders if the opportunity presents itself. SOH is set up very similarly to the Reapers. They organise themselves into divisions named after animals which act like separate platoons in the Army. Each division is made up of SOH from 3 ranks. These ranks are awarded based on experience, skills, leadership, and power. Captains are the highest ranking, equal to the A Rank Riders, and are in charge of their Divisions. Most Captains do not have a Division of their own, instead they act as Lieutenant Commanders to the head Captain. They out rank the Lieutenants who are the next highest rank, but have the same duties. Lieutenants are like B Rank Riders, usually tasked with leading separate squads within the Division. Soldiers are the lowest rank and are like C Rank Riders, they are the weaker, inexperienced, or recently signed up squad members within the Division.
